上海市健康促进中心（上海市卫生健康公益咨询服务中心）成立于2016年12月15日，前身是上海市健康教育所和上海人口和计划生育宣传教育中心。上海市健康促进中心（上海市卫生健康公益咨询服务中心）直属于上海市卫生健康委员会，为公益一类事业单位。

      中心职责主要有：指导全市开展健康教育工作，动员全市社会各界开展健康促进；开展健康素养与健康行为监测，对全市健康教育和健康促进进行评估；开展控烟法律实施效果监测，为倡导无烟社会提供数据支持；协助开展市卫生健康委员会新闻发布和重大宣传活动的组织实施；承担本市卫生健康公共服务热线日常管理工作；承担本市社区卫生事业管理的相关事务性工作；出版《上海大众卫生报》和《健康教育与健康促进》。

      上海市卫生健康公益咨询服务中心是服务市民的非应急公共服务热线机构，电话服务号为“12320”和“12356”。服务内容包括求医问药、政策解读、健康咨询、投诉举报等。

Shanghai Municipal Center for Health Promotion

    Shanghai Municipal Center for Health Promotion was established in December 15, 2016, merged from Shanghai Health Education Institute and Shanghai Education and Communication Center for Family Planning. The center affiliated to Shanghai Municipal Health Commission, and is theⅠcategory public welfare institution.

    The functions of Shanghai Municipal Center for Health Promotion include the followings:

·  To guide work on health education of Shanghai, and advocate the whole community to carry out health promotion.

·  To conduct health literacy and health behavior monitoring, and assess the work on health education and health promotion in the city.

·  To conduct monitoring of implementation effect of tobacco control laws, and provide data support to create a smoke-free city.

·  To assist Shanghai Municipal Health Commission with the launch of news release and the organization and implementation of major publicity activities.

·  To run the daily operation and management on the health hotline.

·  To undertake the related affairs of the community health section.

·  To publish Shanghai Dazhongweisheng Bao and Health Education and Health Promotion.

“12320” and “12356”，the two non-emergency health hotlines in Shanghai provide some public health services such as medical advices, policy interpretation, health consultation, complaints handling, etc.
